Lockdown 3.0 (4th May – 17th May’20)
On 2nd May’20, Government Announced the third lockdown extension of two more weeks (till 17th May’20). The extension will however see some relaxations which will be regulated based on the spread of the virus in the districts, identified as red (hotspot), green and orange zones. A total of 130 districts across the country have been placed under the red zone, while 284 and 319 districts have been identified as orange and green zones, respectively. The list is dynamic and will be revised regularly.

Lockdown 2.0 Guidelines (15th April’20)
A day after Modi’s lockdown extension announcement on Tuesday , Home Ministry released a set of guidelines to follow in the second phase of the coronavirus lockdown which will continue to remain in force till 3rd May.
Here’s the gist of all that was announced :
Activities that will continue to remain prohibited across the country till 3rd May’20 –
- All Domestic & International travelling except for security purpose
- All Passenger movement by trains, except for security purposes
- Buses for Public Transport
- Metro rail services
- Inter-district & Inter- state movement of individuals except for medical reasons or for activities permitted under these guidelines
- All educational,training & coaching institutions etc. shall remain closed.
- All industrial and commercial activities other than those especially permitted under these guidelines
- Hospitality services other than those especially permitted under these guidelines
- Taxis (including auto & cycle rickshaws) and services of cab aggregators
- Cinema halls, malls, shopping complexes, gymnasiums, sports complexes, swimming pools, bars
- All social/ political/ sports/ entertainment/ academic/ cultural/ religious functions / gatherings will be barred.
- All religious places/ places of worship shall be closed for public. No religious congregations will be permitted, without any exception
- In case of funerals, congregation of not more than twenty persons will be permitted
Permitted activities that will be allowed after 20th April –
- Healthcare : All medical services have been exempted from restrictions. These include:
– Hospitals, nursing home, clinics, and tele- medicine facilities.
– Manufacturing units of drugs, pharmaceuticals, medical devices, their packaging material, raw material and intermediaries.
– Movement of all health workers—doctors, nurses, hospital staff, veterinary, lab technicians, midwives— for both inter and intra state, including by air.
- All Agricultural & horticultural activities to remain functional such as
– Farming operations, procurement of agricultural products, Mandis by APMC
– Shops of agriculture machinery, fisheries, plantations and animal husbandry are also allowed with a few restrictions. - Financial Sector
– The Reserve Bank of India and the central bank-regulated financial markets will remain functional.
– Bank branches, ATMs, and IT vendors for banking operations are also exempted from lockdown.
– SEBI , IRDAI & Insurance companies will also remain functional
- MNREGA works are allowed with strict implementation of social distancing & face mask. The employers will have to abide by stringent safety instructions suggested by MHA.
- Public Utilities
– Operations of oil and gas sector, including refining, transportation, distribution, storage and retail of products, are allowed.
– Postal services, including post offices.
– Operations of utilities providing telecommunication & internet services
- Movement loading/unloading of goods/cargo is allowed.
- Supply of essential goods like all facilities & shops in supply chain of essential goods, kirana, are allowed.
- Social Sector like NGO, after care, disbursement of social security pension, EPFO & Operations of Anganwadis will remain functional.
- Commercial and private establishments:
-Print and electronic media including broadcasting, DTH and cable services.
– IT and IT enabled services with up to 50% strength
– Data and call centres for government activities only
– Govt approved Common Services Centres at Gram Panchayat level
– E-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions
– Courier services
– Cold storage and warehousing services, including at ports, airports, railway stations, container depots, individual units and other links in logistics chain.
– Private security services and facilities management services for maintenance and upkeep of office and residential complexes.
– Hotels, homestays, lodges and motels which are accommodating tourists and persons stranded due to lockdown, medical and emergency staff air and sea crew
– Establishments used/ earmarked for quarantine facilities
– Services provided by self employed persons like electrician, IT, repairs, plumbers, motor mechanics and carpenters
- Construction & Manufacturing Industries operating in rural areas, outside municipality limits are permitted.
– Manufacturing in special economic zones/export-oriented units with strict access control.
– Food processing industries in rural areas, jute industry, brick kilns in rural areas are permitted. – Mining activity, oil and gas exploration/refining activity. Construction of roads, irrigation projects, buildings and all kind of industrial projects.
– Construction projects, within the limits of municipal corporations, where workers are available on site. - Movement of person is allowed in cases such as private vehicles for emergency services, including medical and veterinary care, and for procuring essential commodities.
- Offices of the Government of India, its autonomous/subordinate offices will also remain open
- Offices of state/union territory governments, their autonomous bodies & local government will remain open.
In sum, the revised consolidated guidelines are aimed at operating those sectors of the economy which are critical from the perspective of rural and agricultural development and job creation, while maintaining strict protocols in areas where safety is paramount to contain the spread of COVID-19 in the country.
